APCOM representation on the UNAIDS High Level Panel

By January 9, 2025 Newsroom

Our Executive Director, Midnight, was selected as one of the seven CSO representatives on the High-level panel on a resilient and fit-for-purpose UNAIDS Joint Programme in the context of the sustainability of the HIV response.

At its 53rd meeting in December 2023, the UNAIDS Programme Coordinating Board requested the Executive Director of UNAIDS and the Committee of the Cosponsoring Organizations to continue to ensure that the Joint Programme remains sustainable, resilient and fit-for-purpose.

In response to the request, the Executive Director of UNAIDS and the International Labour Organization Director-General, on behalf of the Committee of Cosponsoring Organizations, have convened a ‘High-level panel on a resilient and fit-for purpose UNAIDS Joint Programme in the context of the sustainability of the HIV response’.

“I am honoured to take part on the High Level Panel, as the only representative from Asia and the Pacific in reviewing the operating model of the Joint Programme to make us fit for the challenges of the future,”

commented Midnight,

“Together with the other CSO representatives, we have submitted to the three Co-chairs our recommendations so that sustainability of community-led and community-centered HIV responses are reflected in the final report of the HLP to the PCB.”

The Panel, which brings together diverse stakeholders, representing the multisectoral nature of the HIV response, will consider the evolution of the HIV pandemic and the global AIDS response, the evolving country needs and priorities, and how to best respond to them. The Panel will work collaboratively in virtual and hybrid meetings between October 2024 and March 2025.

Recommendations from the Panel will be reported back to UNAIDS Programme Coordinating Board at its June 2025 meeting.

The Panel is Co-chaired by:

  • Erika Castellanos, Executive Director of GATE (Global Action for Trans Equality)
  • Dr. John Nkengasong, U.S. Global AIDS Coordinator, Senior Bureau Official for Global Health Security and Diplomacy
  • H.E. Dr. Cleopa Kilonzo Mailu, former Cabinet Secretary for Health and former Permanent Representative of Kenya to the United Nations in Geneva

The Panel is Co-convened by:

  • Winnie Byaniyma, UNAIDS Executive Director
  • Gilbert Houngbo, Director-General of the International Labour Organization
