22 เมษายน 2020 กรุงเทพฯ – มูลนิธิแอ็พคอมขอเชิญทุกท่านร่วมบริจาคสนับสนุนกองทุน #CoronaAPCOMpassion ที่เริ่มต้นจากการจัดตั้งกองทุนแรกเริ่มจากเงินของเจ้าหน้าที่มูลนิธิแอ็พคอม เพื่อเยียวยากลุ่มผู้มีความหลากหลายทางเพศที่ได้รับผลกระทบจากโรคโควิด-19 ในประเทศไทย และในภูมิภาคเอเชียแปซิฟิค
ในช่วงเวลาที่โรคระบาดส่งผลให้เกิดความหวาดกลัว ความเครียด และความไม่แน่นอนในสังคมเป็นวงกว้าง มูลนิธิฯ เชื่อมั่นในการเผชิญสถานการณ์นี้ด้วยความรัก ความมีน้ำใจ และความปรารถนาดีต่อเพื่อนมนุษย์ จึงมุ่งสร้างความเข้มแข็งในเครือข่าย สร้างการยอมรับ และสังคมที่ปลอดภัยแก่กลุ่มผู้มีความหลากหลายทางเพศ ตามปณิธานที่เรายึดมั่นว่า เราจะไม่ทิ้งใครไว้ข้างหลัง
#CoronaAPCOMpassion ไม่เพียงเป็นชื่อของกองทุนเยียวยาที่ก่อตั้งโดยเจ้าหน้าที่แอ็พคอม เพื่อช่วยเหลือสมาชิกในชุมชนด้อยโอกาสที่ได้รับผลกระทบอย่างมากจากโรคโควิด-19 แฮชแท็กดังกล่าวยังเป็นชื่อแคมเปญเพื่อกระตุ้นการระดมทุนจากกลุ่มผู้มีความปรารถนาดีและมีความพร้อมทางทุนทรัพย์ที่ต้องการช่วยเหลือสังคมแต่อาจถูกจำกัดจากปัจจัยทางกายภาพ เช่น นโยบายการปิดเมือง หรือการเคอร์ฟิว
สัปดาห์ที่ผ่านมา มูลนิธิแอ็พคอมเปิดตัวซีรีส์ The COVID-19 Special Series ถ่ายทอดเรื่องราวความลำบากขององค์กรชุมชนและสมาชิกในชุมชนผู้มีความหลากหลายทางเพศที่ได้รับผลกระทบอย่างมากจากนโยบายของรัฐบาลในการควบคุมการแพร่ระบาดของไวรัสโคโรน่า ทุกองค์กรต่างพยายามหาวิธีป้องกันโรคทั้งเชิงรุกและเชิงรับแก่เจ้าหน้าที่ ผู้รับบริการ และเครือข่าย ด้วยงบประมาณที่จำกัดอย่างยิ่ง เจ้าหน้าที่ชุมชนยังคงลงพื้นที่ให้บริการแก่ชุมชนอย่างต่อเนื่อง แม้จะไม่ได้รับเงินสนับสนุนใด ๆ เกย์ คนข้ามเพศ ผู้ให้บริการทางเพศ ผู้ใช้สารเสพติด ผู้อยู่ร่วมกับเชื้อเอชไอวี และกลุ่มคนที่มีความหลากหลายทางเพศที่มีแค่ค่าจ้างรายวัน ประทังชีวิตตนเองและคนในครอบครัว ต่างต้องเผชิญวิกฤติทางการเงินโดยไม่มีสัญญาณว่าจะได้รับความช่วยเหลือใดจากรัฐบาล โดยเฉพาะอย่างยิ่งเมื่อคำนึงถึงว่ารัฐได้จัดพวกเขาให้เป็นอาชญากร ผู้กระทำผิดกฎหมาย และกีดกันแบ่งแยกพวกเขาจากสังคมมาโดยตลอด

ในวันที่ 21เมษายน 2563 มูลนิธิแอ็พคอมและมูลนิธิเดอะพอสโฮมเซ็นเตอร์ที่ทำงานช่วยเหลือกลุ่มผู้ติดเชื้อเอดส์ได้ส่งหนังสือเชิญเครือข่ายที่ทำงานด้านประเด็นสุขภาพเอชไอวี/เอดส์ และกลุ่มความหลากหลายทางเพศในประเทศ มาประชุมผ่านช่องทางออนไลน์ โดยมีวัตถุประสงค์ เพื่อหารือปัญหาช่วงการระบาดไวรัสโควิด-19 การส่งต่อข่าวสารที่จะเกิดประโยชน์ต่อชุมชน LGBTIQ กลุ่มทำงานด้านเอชไอวี/เอดส์และเพื่อหาช่องทางในการให้ความช่วยเหลือ แก้ปัญหาและสนับสนุนสมาชิกในชุมชนเอชไอวี/เอดส์ และกลุ่มความหลากหลายทางเพศ อย่างเสมอภาค
เจ้าหน้าที่มูลนิธิแอ็พคอมพร้อมใจกันสละเงินเดือนส่วนหนึ่งของตนเพื่อตั้งกองทุน #CoronaAPCOMpassion และจะนำไปช่วยเหลือองค์กรชุมชนและสมาชิกที่ได้ตอบแบบสอบถามความต้องการการช่วยเหลือจากผลกระทบของโรคโควิด-19 อย่างเร่งด่วน นอกจากนี้จะนำไปสมทบกับเครือข่ายเพื่อจัดซื้อหน้ากากอนามัย เจลแอลกอฮอล์ อาหาร ยา หรือสิ่งของเครื่องใช้อื่น ๆ ตามความจำเป็นในช่วงระหว่างและหลังมาตรการปิดเมืองนี้ มูลนิธิฯ จึงมีความประสงค์ที่จะได้รับการสนับสนุนและการบริจาคจากทุกท่าน
จากองค์กร Dareecha Health Society ประเทศปากีสถาน กล่าวว่า “ผมขอร้องให้องค์กรกลุ่มทุนและเครือข่ายช่วยสนับสนุนอุปกรณ์ในการป้องกันไวรัสเบื้องต้น ทั้งเจลแอลกอฮอล์และหน้ากากอนามัยให้เจ้าหน้าที่และผู้รับบริการ อุปกรณ์ดังกล่าวขาดแคลนตั้งแต่ตลาดต้นทางเพราะสถานการณ์โรคระบาดนี้ ตอนนี้เราต้องซื้อเจลแอกอฮอล์จากเอกชนในราคาที่สูงมาก อุปกรณ์ป้องกันทุกอย่างหาซื้อได้ยาก เราได้ติดต่อไปยังผู้ให้ทุนในประเทศแล้วแต่ก็เป็นเรื่องยากเพราะมีการปิดเมืองทั่วประเทศ เราอาจได้รับสิ่งของหลังสถานการณ์ดีขึ้นก็ได้ นอกจากนี้ ผมคิดว่าควรมีการฝึกอบรมให้เจ้าหน้าที่รับมือกับสถานการณ์ฉุกเฉินอย่างโรคระบาดนี้ด้วย”
ตลอดระยะเวลาหลายปีที่มูลนิธิแอ็พคอมมุ่งมั่นทำงานเพื่อกลุ่มผู้มีความหลากหลายทางเพศทั่วภูมิภาคเอเชียแปซิฟิก เราไม่เพียงสร้างความร่วมมือในระดับผู้นำและผู้เชี่ยวชาญในภูมิภาคเท่านั้น แต่ยังสร้างสายสัมพันธ์แน่นแฟ้นกับองค์กรชุมชนจำนวนมาก มูลนิธิฯ หวังเป็นอย่างยิ่งว่ากองทุน #CoronaAPCOMpassion จะช่วยเยียวยาและสนับสนุนชุมชนเครือข่ายผู้มีความหลากหลายทางเพศ และจะช่วยสร้างความมั่นใจแก่ทุกคนว่าเราจะสามารถผ่านวิกฤตการณ์นี้ไปด้วยกันโดยไม่มีใครถูกทิ้งไว้ข้างหลัง
Bangkok, 10 April 2020 – APCOM staff donates salary to start a relief fund mechanism called #CoronaAPCOMpassion to support HIV and LGBTQI community in Asia Pacific. Without a doubt, the COVID-19 pandemic has generated an environment of fear, anxiety and uncertainty. It is best to address these situations with love, kindness and compassion. In these times where most of us as human beings are vulnerable, it is empowering to respond with actions that strengthen our connections, create sense of belonging and acceptance, and develop protection within the community. “Leave no one behind”, as most of us are reminded of every time.
#CoronaAPCOMpassion is a relief mechanism initiated by our very staff in order to provide immediate responses needed by the grassroots communities who are significantly affected by the COVID-19 outbreak. It is also a campaign that will raise relief funds by tapping on human compassion and kindness who are in a more previledged postion but may be restricted to be able to do more because of lock downs and curfews. Last week, APCOM released The COVID-19 Effect Series which reflected the harsh struggles of community-based organisations, key population and LGBTQI communities as effects of government measures to contain the spread of the virus. Despite being ever so resilient and with limited funding, the communities are finding ways to not just coping to ensure safety and security of staff, but are also striving to put preventive measures in place to protect their clients and partners. The community outreach workers are not receiving funding support, yet they continue to brave the outbreak to ensure continuity of outreach work and delivery of services. Gay men, transgender women, sex workers, drug users, people living with HIV and members of the LGBTQI community who depend on daily earnings to support themselves and their loved ones are experiencing an economic downturn without assurance of receiving financial support from the government who criminalises and discriminates them.
“We were overwhelmed by the response gathered from our COVID-19 rapid survey, and some are very personal in nature and reflects an unimaginable situation that the pandemic acerbated, says Midnight Poonkasetwattana, APCOM’s Executive Director. “The set of information has led the APCOM team to reflect on potential ways we can support our partners and the communities using our existing limited resources. There was a collective realization within the team that the ultimate purpose of our work is to save lives. And, right now, there are lives needed saving as early as possible, and we’re confident that with the initial seed funding from our passionate staff there will be lots more people who would like to help and contribute to this fund.”
The APCOM staffs voluntarily donated parts of their salaries to form the start-up fund for #CoronaAPCOMpassion. The relief mechanism will begin to support community-based organisations and their communities who has responded to the COVID-19 rapid survey. APCOM need your support to help raise funds. The collection will be extended to partners for procurement of masks and hand sanitisers, basic food and medicine supplies, or whatever their communities need the most, during the COVID-19 lockdown and post-lockdown periods.
“I would like to request all the stakeholders/doner agencies to please provide us some basic precautionary measures as we had no hand sanitizers and masks for the staff and clients. There was shortage of all those supplies from the market due to the situation and we were getting the sanitizers for the staff at a very high price from some private suppliers. We were unable to get all the precautionary supplies easily. We have contacted the national grant as well but the whole country is locked down and we might be getting supplies when the situation gets better. Also, there should be some training for all the staff to deal with any kind of emergency situation like this pandemic.” Dareecha Health Society, Pakistan
Throughout the years in working with the community, APCOM secretariat has developed not only professional partnerships, but also strong bonds of friendships with community-based organisations that are providing essential services,. Through #CoronaAPCOMpassion, APCOM secretariat is able to extend reasonable relief support to select key population and LGBTQI communities, and nurture compassion within the community during these times of distress.
