GWL-INA (Gaya Warna Lentera Indonesia Network) is a coalition of community-based organisations working on HIV, health and human rights for gay men, bisexual men and other MSM in Indonesia. Established on 4 February 2007 in Surabaya, it serves as the national communication and coordination hub for HIV prevention and response programmes.

Mission
To strengthen and mobilise GMT organisations and communities so that they can actively facilitate prevention, care, support, and assistance programmes addressing sexually transmitted infections, HIV, and AIDS within the broader framework of health, well-being, and sexual and reproductive rights.
To build, develop, and strengthen coordination and collaboration among GWL organisations and communities, as well as with other relevant institutions and stakeholders, to advance sexual health and well-being, bodily integrity, and the fulfilment of rights related to sexual orientation, gender identity, sexual identity, gender expression, and sexual and reproductive health and rights.
To strengthen advocacy efforts aimed at advancing sexual and reproductive health and well-being, including responses to sexually transmitted infections, HIV, and AIDS, while promoting the overall welfare of GWL communities through a human rights-based approach.
To actively provide legal assistance and protection to community-based organisations that are members of the GWL-INA network.
To promote social self-reliance and sustainability within organisations, communities, and institutions in order to support the long-term well-being and resilience of GWL communities across Indonesia.
Since early 2009, all network activities have been managed by the GWL-INA National Secretariat based in Jakarta. Beyond coordinating HIV prevention and response programmes, GWL-INA strengthens advocacy to promote sexual and reproductive health rights and other human rights for the GWL community in Indonesia.
As Indonesia partner of the EJAF-supported CODE Strategies project, GWL-INA has:
- Developed an advocacy document from KeyPop App data and presented findings to Indonesia’s National Human Rights Institution.
- Developed the TestJKT digital campaign, grounded in FGDs with MSM, trans women, outreach workers and LGBTIQ+ individuals, with influencer-led content and an online reservation dashboard for HIV services.
- Led Indonesia’s baseline assessment of the LGBTQI+ human rights situation and HIV service access.
- Piloted the KeyPop Mobile App — adapted into Bahasa Indonesia — across five cities (Bogor, Palu, Padang, Medan and Malang), capturing 54 data entries on human rights violations and service barriers.
