Building on the key principles and underlying assumptions identified in the Scoping Paper on Assumptions and Principles of HIV Prevention and Care Programming for MSM and Transgender People in Asia and the Pacific, this tool will help organisations that work with MSM and transgender people to understand assumptions that underpin their work and comprehend key advocacy areas to pursue

Having examined literature related to HIV programming for MSM and transgender people in Asia and the Pacific between the years 2006-2013, the tool focuses on an over-arching suite of principles that occurred whether the conducted programme is a small project, a larger-scale public health initiative, or a community-led plan.
