Director’s Note for Q8 Newsletter

Dear Colleagues,

We are almost at the end of Year 2 and as you know, we are all busy preparing a major reprogramming submission for our no-cost extension. The reprogramming submission is due at the Global Fund at the end of June 2024. Hopefully, any new activities that are outlined in the submission will be able to start on 1 September 2024.

The no-cost extension will mean that SKPA-2 will end on 31 December 2025 (instead of 30 June 2025) with the subrecipients phasing out in advance of that date to allow for the close out to be undertaken. Our Year 2 ends on 30 June 2024 and unfortunately, we are predicting an overall burn rate of less than 50%. This is far from ideal because it means that we will be carrying over significant funding and Year 3 will have to be our busiest year yet. It will be challenge for all of us to spend the SKPA-2 budget as planned. Accordingly, I am asking that you continue to work hard to roll-out your activities and importantly, to let us know when you are experiencing implementation bottlenecks.  We want to work with you to help to unblock implementation challenges. We too will continue to closely monitor burn rates and to make budget shifts as needed. Some subrecipients have already been subjected to budget shifts and this approach will continue. Underspending suggests that we are over-funded and that is not a message we want to give to any donor.

In addition to working on the reprogramming submission we are also undergoing the Year 2 audit along with preparing to close-out this financial year. Year 2 PUDR reporting is just around the corner. I know that this also has an impact on your work and again, we are in the same boat with you.

I know that many of you are keen to know what will happen after the end of SKPA-2. We are working with the Global Fund to determine our future from 1 January 2026 onwards. Once we submit the reprogramming submission we begin to plan for the next stage. I hope to provide more information on the next phase over the coming weeks.
