Note
As part of our commitment to advancing the HIV response, SKPA-2 is proud to partner with the
Malaysian AIDS Foundation (MAF). Together, they are leading efforts in drug policy reform,
community-led monitoring, transgender health, and chemsex support.

Key Areas of Collaboration:
- Drug Policy Reform: Through the Drug Policy Program Malaysia (DPPM), MAF is engaging law enforcement and policymakers in dialogue on drug decriminalization. Key activities include law enforcement roundtables, a ministerial study visit to Portugal and Switzerland, planning pilot sites, and convening a national summit. It is hoped that combined, these efforts will lead to the implementation of pi;oting drug decriminalization in three states within Malaysia.
- Community-Led Monitoring (CLM): MAF is scaling up CLM through training workshops, pilot studies in clinics, and improved data systems to strengthen HIV service delivery.
- Transgender Health: Work is underway to establish a sustainable, community-led transgender health clinic model through consultations, clinician training, and practical exchanges with the Tangerine Clinic in Thailand.
- Chemsex Response: A national Chemsex Core Team has been formed, with training completed and additional outreach worker workshops planned.
“We are delighted to partner with SKPA-2, as this collaboration significantly enhances our efforts in policy advocacy, community-led monitoring, and harm reduction interventions, ensuring equitable healthcare for key populations in Malaysia. Moving forward, we envision this partnership continuing to drive impactful community-led initiatives, fostering a collaborative environment that strengthens HIV responses across the region,”
commented Syahirah, the Strategic Impact, Insights and Research Manager of MAC.
